Circular No. 18/98 - The Exchange of Information between Masters and Pilots
NOVEMBER 20, 1998 CIRCULAR NO. 18/98
TO MEMBERS OF THE ASSOCIATIONDear Member:
THE EXCHANGE OF INFORMATION BETWEEN MASTERS AND PILOTSThe International Group of P&I Clubs, in conjunction with INTERTANKO, BIMCO, the International Maritime Pilots Association, the International Chamber of Shipping, ISMA and others, has been involved in an inter-industry group - under the aegis of the Maritime Safety Committee (MSC) of the International Maritime Organization (IMO) - which has been considering the exchange of information between masters and pilots. The purpose of the exchange is to ensure that both the boarding pilot and the vessel's bridge team exchange basic information prior to the pilot boarding the vessel. Two Master/Pilot Exchange (MPX) forms have been developed by the above organizations and are attached herewith. The forms are not intended to diminish the obligations of masters and pilots to exchange information following the actual boarding of the pilot. The forms have been submitted to the MSC of the IMO which has formally taken note of the recommendation for their use on a voluntary basis. Members are recommended to use the forms and to report to the Club any cases where pilotage authorities refuse to cooperate. Yours faithfully,
Joseph E.M. Hughes, Chairman & CEO
